In this case, one 8x8 tile can only hold one palette. To construct a dino you need:
• The palette (NCLR file) Useless without any graphics to apply it to.
• The graphics (NCGR file). Useless without colors or instructions on how to lay the graphics out.
• The "Screen" file, or, the explicit instructions on what 8x8 tile to lay on the canvas, and with which palette (NSCR file)
Only then you have a complete sprite.
I haven't used Console Tool, but Tahaxan has served me well for these kinds of cases for over a decade.
Open the ROM, select your NSCR, it will ask for graphics. Select your NCGR, it will ask for a palette. Select your palette and boom.
Maybe someone knows a more recent tool with automation options or something but Tahaxan has always worked for me.
