The thing is, it's...not really. It's kind of a legal grey area - and the indie games you do see pop up appear in specialist shops, provided in only the dozens by the publishers themselves.
It's also kinda difficult to make a game from the ground up without a full devkit (which uh, good luck getting one in 2014) of some sort and little understanding of the DC's internals, especially one that plays like a retail or indie quality experience (like, you're not gonna get a DC port of Skullgirls anytime soon)
of course if there's a strapping young indie dev here who can confirm that yes indeed, i can port my unity code into something readily usable on the dreamcast, let me know and i'll get coding asap
