Nope.
Emulators are always legal but roms are only legal if the rom you have is a rom of a physical copy of the game you actually own. In other words, if you have a rom dumper and dump your carts or rip your discs then it's totally legal to use those backups but actually downloading the game, whether you own a copy or not, is illegal. It has to be a copy of a game you physically possess.
