I feel a bit stupid suggesting this to such an experienced ripper like you, but can you find the textures by looking through the ISO with Dolphin (right-click on ISO -> Properties -> Filesystem)? They might be in a weird format but for such a popular game I'd expect there to be at least some info on it somewhere online.

I'd give this a shot myself but I don't have the ISO and it's a pretty huge download. If you find the files though and need help with them you can upload them here.

I looked through the Race > Course folder to see if they might have been stored there (along with a few other places), but couldn't find any 2D elements in the texture files.

I'll do a more extensive search since it's bound to be there somewhere, all the files are the generic, readable format.
