I can guarantee that if you find Flash too complicated to use to make your game,
then modifying a rom, especially SMRPG or Chrono Trigger, will most likely be too
difficult as well. The two in general that you've pointed out do have mod tools that have
lower-end entry levels, but to get anything more than palette swaps or minor dialog
changes, you will have to take a good deal of time getting familiar with them.

If you insist on making this game, The several versions of RPG Maker are
user friendly and require no programming knowledge (aside from XP onwards, but
it is optional.) You should be warned that they aren't exactly "drag-n-drop" either,
so real time will have to be put in to it.

I should mention also that in order to get the most out of a rom hack, you'd need to
be very proficient in Hex editing and ASM code, as even though there are many things
that pre-established tools can do, there are many times when writing a hack that
simply rely on you fiddling with the bare code.
