I think this is just another person confused about the definition of custom.
Custom - Made completely from scratch.
Edited - Taking a sprite and editing it to look like something else.
And then there's:
Recolor - Just recoloring a sprite with different colors.
Baby Daisy looks like just a recolor of Baby Peach.
