I'd like to know how you get an animated profile picture like yours Novally.

If you mean how the picture moved, it's a file format: GIF. The format does have a limit like being palette-based and transparency works on an on/off basis instead of an 8-bit alpha channel as in PNG.

Anyway, there are single-frame gif images but some can be animated. A lot of programs that aren't MS Paint support animation nowadays; free tools that come to mind for this are GIMP and Paint.NET (with a plugin).

Paid programs include GIF Movie Gear and Photoshop.

I'm fairly sure tools like ImageMagick can create animated GIFs but those tools are rather unintuitive, thus I'd recommend not trying it if you're not intimately familiar with using programs on the command-line.

Edit: Actually I can make a GIF or few for you if you want. Just send me the individual frame images and tell me the ms delay between each one (or in general).
