Skeletal animations are usually associated with 3D animation, but it is possible to rig up a 2D model with a bone structure. Most frequently, this is done on vector graphics. It works the same way as a 3D skeleton, essentially, but you bind separate parts to the skeleton, allowing you to move them relative to each other. It's an odd choice for anything other than vector graphics, though.
