Are you exporting it from a BRRES?
When I export Wii models, (Let's use K:RtDL's DeDeDe as an example) I would use that method to convert them to Collada DAE, and the rigging would stay..
Going from BRRESViewer...

Exporting to MD5MESH.
Opens in Noesis with proper rigging.

Exported to a Collada DAE with default settings...
