They are still Pedobait in most peoples eyes because of how young they looks

ages in cartoons =/= ages in real life

In cartoons most people find out the age of a character by their looks and how mature they act. Even if they say "Oh, she's 18" it means shit if she looks like an 8 year old and acts younger then her "age".
