Hell no. As someone actually making a MUGEN character sheet custom, I would not want my sheet redestributed. It is a form of sprite theft, and just cause it's placed in a sort of game, doesn't make it okay to rip. If the original creators of the sprite sets want their sheet archived, then they can submit it to tSR or another sprite site themselves. That's my 2 bits.
