I'm surprised you didn't know about Mugen. It's been on the web for years and you could find countless Mugen videos easily if you looked.
Considering that it's a 2D fighting game engine that uses sprites, I'll leave it up to you to figure out if anyone on a site like this one ever gave Mugen a try.

Unfortunately we don't accept Mugen sprites as submissions, but if you wanna use this thread as Mugen general chat then go right ahead.

Why is that?
I mean I've seen characters that are 100 percent custom, Warner and Balthazar come to mind, so why couldn't it go in the custom section. (I don't advise ripping someone else's custom character and submitting it to the site.)

That's exactly why; it's someone else's character.
I'm pretty sure if you made the character yourself (and it fits within the site's guidelines of customs (aka the character has to be in another video game)) or you have explicit permission from the creator then it's okay, but don't quote me on that. The issue has been covered elsewhere... I think there's a thread about it in Site Discussion.

It's a completely inane rule considering that official sprites are also another creator's unique work, but it's how the guidelines roll I guess.

I used to be really big into MUGEN years ago, but my lack of artistic skills and the fact the community was fucking brutal caused me to quit. However, Ive picked it back up again for some strange reason

A while ago, I downloaded MUGEN and I never knew how to add anything.
A year(or a couple years) later, I found out afterwards. The game's kinda addictive and creative, and it really does fulfill your dream battles and all. It's much more fun having more characters than two versions of Kung Fu Fail.

Aw yeah, MUGEN is mah JAYM!
I've been doing MUGEN stages for a while, until I decided to focus more on MUGEN, which resulted in two years of basically crappy mods, so then I switched over to creating my own game and now I'm here writing a novel.
But yeah, anyway, Homsar!!!

I actually wasn't planning on continuing this, but if anybody wants to they can either just help with the spriting part or finish the entire character by him-/herself.

I made a few stages a long time ago, but they got lost. Kinda forgot how that works.
