Saving an image file as a .PVR and keeping the transparency?

So.... I cannot figure out how to do it... well, I know how to do it, I just need photoshop. But my internet has a download limit, and it is 1 gigabyte, so I cannot get it. so does anyone know how to save a file as a .PVR, and keep the transparency without photoshop?

Gots Photoshops from Amazon they sent me a DVD.

Maybe http://www.texturepacker.com/features/ could help, though I don't know if we talk about the same PVR files here.

I mean the PVR files used inside the PVM's for SADX. That's the ones I am talking about, anyway.

I think the only one of those that can save PVRs is Photoshop. GIMP hasn't even got a plugin for it, unfortunately.
