The Male Rocketlook looks like he has the body structure of someone who ring Notre Dame bells when he is view from the front standing and side walking sprites, and in the front walking sprites, his arms seem very unnatural.

The walking poses are actually rips. The running poses look weird (the ones on the top), but if you look at the running sprites for a pokemon character in a pokemon game, they have weird running sprites too. For running, the one where they don't have any arms or feet out is not a stopped pose (you use the stopped walking pose for that). It is just the pose to put inbetween the left and right pose.
