You should use less shades and lightings of a color and just stick with the regular, darker, and lighter version of the color. It makes it a little more simple. Another thing is to put a lot more contrast between those, so you can tell the different between the darker and regular version of the color. The lineart could be better, but I guess it's okay for right now. Use a reference if possible.

Don't use paint, photoshop or any other program's circle tool, they make a very jaggy and ugly circle, it definitely needs a better palette and more contrast...
and one question...
What did you use to color your sprite?

Not Wanting to annoy, but should you download Graphics Gale. it´s free and much better...
t gives a better notion to the word pixel art...

Arms are way too short. No real teddy would have stumpy little arms like that.
