I don't understand exactly what do you mean. Sheets already have animations on Spriters Resource. Are you talking about 3d models animations?

An "Animations Resource" isn't going to happen, because they need models to go alongside them, and there's no guarantee that animations ripped by one user would be compatible with a model ripped by someone else.

Unless you're talking about sprites, in that case the answer is also no since it would be redundant.

This line of thinking is completely outdated, As long as the animations have a functioning skeleton that can play the animations, said animations can be retargeted to another rig.
For example if you were to provide the animations from Brawl, with a brawl skeleton (i.e Samus, link) that responds to the animation file. The animation can easily be re targeted to a completely unrelated rig in pretty much every 3d program these days.

As for the format most animation rips are often exported in the following Common files.
PSA/PSK
DAE
FBX.

All things that even low tier blender can open.
