Say I wanted to upload content ripped from a game that's out in Japan but won't be out elsewhere for another couple weeks. What's the policy on that?

You can submit it whenever you want but we will not accept anything that hasn't been released in all announced regions yet.

But does that mean if I submit it now, you'll wait until all releases to accept it? Or will it get rejected if I submit now?

It will sit in the queue until it's released - it won't be rejected if the only issue is that the game isn't out yet.
