So I have been trying to convert this XEX to ISO with imgburn to open the IOS with Xbox ISO viewer/Xbox backup creator but when I do open the ISO with it nothing pops up

Xex files are usually for executing the game

XEX Files are XBOX executables as stated above. You can use this program to extract the *.ISO file:
http://xbox-360-iso-extract.en.lo4d.com/
Works for both 360 & Original Games. XEX doesn't contain any pertinent resources, so they are definitely located somewhere else.
