I found this, but doesn't work on the PC version on the account it is a UTF header. So, I need a way to extract the hca inside them.

Try VGMToolbox at latest version r1000
A new feature called "CRI ACB/AWB Archive Extractor"

Its work for me and also extract (some) actual file names.

That program worked for me. Sadly, there seems to be no way to repack the awb file yet.

did you try using the reimport tool?

doesn't work, the offsets are different.

I took a look at the file you provided. There's a AFS2 header, meaning it's a AWB file.
I used the QuickBMS AFS2 script, It outputs everything, so you don't even have to use VGMtoolbox. The "AFS2" header is located at 0x00005780. I then copy pasted everything down from that offset and out that in a new file (called afs2.awb, for example).
What it should look like:

And yes, I realize you may have already extracted everything but, This is another method to do so.
