If it's not on the site already or pending, then yes.

Rule of thumb: to make it easier for the staff to check the submissions, if it's a new game then you have to make a game icon. It would save a bit of time especially if it's an obscure game like this one. You can either grab a decent png screenshot off the Internet or even better fire up your system emulator/game (Duckstation or Mednafen in this example because it's a PS1 game), choose a good unfiltered shot at its native resolution and get it down towards the 240x125 size (usually by cropping but resizing if it's small e.g. Game Boy games or downsampling if it's a 640x480/HD/4K game, there may be some filtering for the latter due to the game design). If there's already on one section of the site (Sprites, Textures, Models, Sounds), then just reuse the icon.

Otherwise the staff would have to get the icon and that would push it further back into the queue when there are games that are more prepared (rips with game icon, sheet icons) that they can check. The rips might even get rejected if they can't get an icon because there's no guarantee. There have been a few cases where another submitter had done a new game icon and put that into the pending queue but it's fairly rare for that to happen because usually it's replacing an existing icon.

how backed up is the queue for tSoR? while i did submit some sounds 9 days ago, i did read through this thread and saw some replies from 2015 it's been very backed up.
apologies if this is rude of me, i ask with the best of intentions, but have you guys thought about getting some new tSoR staff on board?

the Stats link in the top bar tells you how many stuff is "Pending" in the queue

For sound backlog you guys should consider opening up the pending submissions for other users to comment on, so they can at least identify anything bad.

My Genesis submission of 66 sounds which is 2 and half minutes long has sat pending for 15 months.

This is a planned feature in the next version of the site, currently in development.

Hi,

I uploaded a model last year, but it was unrigged. I now have ripped the rigged version of the model and saved it as DAE. If I upload it anew, does it then replace the original upload if it's approved?

If you edit the existing submission, it will replace the file and keep its spot in the queue. If you cancel and reupload, it will go to the end of the queue.

Ah, in this case the file I'm replacing has already been approved prior, but it's good to know that I can replace the files in pending too without losing their position in the queue.

For approved submissions, you can click the pencil and submit a revision. That goes to a separate queue.

Question: If I wanted to submit cars from a game where the interior and exterior models are separate (e.x. Colin McRae: DiRT), would I submit them as one or would I make the interior and exterior separate submissions?

Some of my submissions seem to be either ignored or lost. They're not being rejected. This has happened in the past, but submitting them again always seemed to get them approved. Now, that's not working. I have one for Pokémon Pass (Placeholder Graphics; it's zipped because the images were so big they caused errors in Sprite Sheeter, and it's been sitting there since February 20) and one for Sonic Speed Simulator (Weighed-Down Status, which is a normal sheet, and though it's only been a couple days, I've had several submissions to the same game get approved since then).

The answer to your first question has been in the OP for years; it's a zip and it takes time.
The answer to question 2 has just been added to the OP, but I'll summarize here; For newer games, we don't always know what is a complete and good rip vs what is incomplete and bad, or someone just trying to beef up their submission count. When I see the Weighted-Down status in the queue, I don't know if there are more statuses that should be included with it that you've neglected to, for instance.
