I think you're referring to Yoichi Kotabe's work (seen all the way up through Super Mario 3D Land in Peach's letters to Mario) and yeah that's a Really Fricken Good art style for like, anything Mario

Miyamoto himself, eh? That's one of the most classic images of Mario, too, one they recycled and reworked many times. The other characters shown, not so much ...

If you look at the Doki Doki panic manual and cover art, Birdo looked very different then too. Though that's actually the definitive version of Wart et al.
