I have a .obj that someone sent me from loz:windwaker and 2 .tga files to go with it but someone else told me that you need a .mtl file to have the textures to load on it can someone help me get one that works?

A MaTeriaL (MTL) file is generated when creating a wavefront OBJect (OBJ) file. The MTL file indicates which textures are used for the OBJ file.
Each MTL file is unique to their OBJ file. The MTL file is just a plaintext file, meaning you could make one in Notepad if you knew how.
It's much easier to just reapply the textures to the OBJ file manually in a 3D model editor, and re-save it.
