Dylan, I believe once you get full mayor powers you can change the hours that stores operate. I remember seeing a video from nintendo saying something about allowing players to set up their town in a way that caters to the time of day they're allowed to play. (alternatively you can change the time on your 3ds
(not sure if that creates paradoxes or messes up save data though)). I get the island tomorrow, I don't know how you unlock it really. The secretary just told me that Tortimer was there to talk to me on the docks, so I went down and he said he'd send a boat for me tomorrow.
