No, you can trade after a certain point early in the game, and that doesn't make sense, that's saying that you couldn't trade at all in the game before Elite 4.
In FRLG you were able to trade over pokemon but not evolve them if they weren't in the Kanto dex. That was the dick move they pulled.

He doesn't seem angry enough. I would not believe someone with that facial expression would steal a Sneasel or not love his Pokemon.

... Maybe Tyranitar, but he's too high on level-crack. Maybe I'll trade over a starter that was egged or something and train+drug it on D/P/Pt for gym-screwovers. Actually I'll just plan Pokemon to trade+train for easy first times in HGSS.

Well it is just an unfinished version, as long as they make sure he looks as badass as he does in the artwork, im not going to complain.
Needs:
clothes fixed
changed hair
badass frowning facial expression
and pokeball
This guy dosen't look like a thief, a bully, or an abusive trainer >:l
