This is Linken from WoW, he's involved a quest line where you find him washed up on shore with a broken boat, Fight a mob called aqumentus, and buy some meat from a shop keeper that says ''Buy something will ya?''
The quest reward is either a boomerang or the Sword of Mastery.

in Sonic CD, if you leave Sonic standing idle in a spot for 3 minutes, he gets so impatient that he says "I'm outta here" (this is the first time Sonic has a voice, or any dialogue at all) and jumps off the screen, and you get a Game Over
