No, I think the limbs are solid robot arms and not dynamic objects. I know the Bowling ball Boss's final arm is made of dynamic objects though since it swings around everywhere. The only thing Burns' robot arms do are extend to a fixed position for the old go-go-gadget style when you're close enough.
