If you ask me, I think G&W should be an exception to the black outline rule.
He just doesn't look right with a black outline.
I like the way Arthur did it originally, with the dark-ish outline but not black.

I guess it wouldn't make any see for a black outline to be over a character that is mostly black with a gra outline.

I think his head needs to be smaller.
Also I think he looked better with one less shade, it fits the style better
