You won't find it on normal Gens but on KMod it would come under the CPU tab and scroll down to Debug, on DebuGens it would come under the Graphic tab. Not sure on the new Gens/GS one but I think for that you need a plug in.

In Gens/GS, it's under Plugins > VDP Layer Options. The plugin comes with it.

I personally use planetemu.net despite the fact that it's in french.
