I'm still inclined to say it should be Boshi.
If you consider that Yoshi is a race and that the Yoshi character is just a generic example of the species then Boshi isn't a different character?

It's not just a pallet swap, there's lots of little differences.

OK I know I said this idea before for Jigglypuff, but it would work for all of the Pokemon. Make their costumes be a different Pokemon entirely. That way we get more representation for all of the gens, and it could clear up space on the roster.
Pikachu > Pichu (reps 2nd Gen)
Jigglypuff > Clefairy (both are small, cute, pink balls)
Mewtwo > Deoxys (both are Psychic types that can float and use many strong attacks with their mind, and they have very similar body structure)
Lucario > Blaziken (Both are fighting types, so it makes sense for Blaziken to be doing all of Lucario's kung-fu kicks and stuff. The blue aura could be changed the fire)
Squirtle, Ivysaur, Charizard > Could be any 3 Pokemon with similar body structures. Charizard could be Dragonite or Aerodactyl, Squirtle could be Wartortle or Omanyte or pretty much any small water type with a shell, Ivysaur could be Bulbasaur or Chikorita or Bellsprout or something
We could also make Lucario the Mewtwo costume, but that probably wouldn't work since we're redoing Mewtwo's moveset so he floats all of the time and uses psychic attacks for everything.
I know this is against the "no costumes can be a different character" thing, but its just a suggestion.

Pikachu-Pichu was the only suggestion in that that was even half decent(as they do all the same stuff and the argument could be made that they are the same character; one is just the evolved form of the other), the other ones made no sense at all.

This idea of every single character having an alt costume is pretty stupid. And having characters which alternate costume is a whole other character is even worse.
I mean, it's a pretty good idea to have Doctor Mario as Mario's alternate costume, Toon Link having his pajamas, and Krystal altering between her tribal costume and her Assault/Command one (both are pretty similar, so whatever), and of course, if Klonoa gets in, he should be able to change between Klonoa 2 and his first Klonoa costumes.
It MIGHT be a good idea having Maskless Meta-Knight, Samus with her Fusion Suit and Dry Bowser. (I'd prefer Meta-Knight to wear off his mask by a taunt or something like that)
But the rest, come on.
I mean, we're talking about making costumes based on animes and even COMICS instead of the games themselves. This won't work right, make characters with costumes an exception, and not a rule. I know I won't have patience to edit hundred of sprites just because a certain character has an alternate costume that he wears a silly hat or geeky glasses or any shit like this.
