I'm just going on from what I heard others but apparently Capcom had put in more new characters in the game's website's source code before removing it:
Zero from Mega Man (X or Zero)
Frank West from Dead Rising
Yatterman-2 from Yatterman
Joe the Condor from Gatchaman
Also, I heard Japan is actually getting this version of the game as well, so... yeah.

Yeah, but in english it would obviously be more than 4. But either way, there's nothing said that the characters being revealed at TGS are the only new characters as we've seen with Tekkaman Blade. I'm still holding onto that small hope of kicking some ass with the Ace Attorney.

Last I heard from playtesting, Yatterman-2 was confirmed as an alternate costume that replaces Yatter's 2P color
