Not really. He's pretty much the staple of the series, every gamer knows him, but some one like Von Kaiser or Bald Bull, they're not widely known outside of Punch-Out!! fans.

I doubt it is our Vodka Drunksinki that has that taunting laugh (Soda Popinski was called Vodka on the arcade)

Drunkenski, actually.

It looks like him to me, and I've always been quick to blast anyone who said he was in based on the ESRB "belching" information. While I think it's safe to say Sandman is in, it's too small and blurry to really tell if it's him or not.
