So yeah, I managed to get the .PAC files and .00 files but strangely when I try to extract them nothing happens.
Used sonic glvl and used the pacpack.exe to split but nothing worked. Then I used BrawlBox nothing worked.
Here are Vector's files that need extracting.

How do I extract these to get models and textures out of them?
