How would I go about decrypting the encrypted files and ripping them?

They were animated using dragon bones. Their tool used is this one

Thank you DatOnepTaiwanGuy for exporting these models from RockmanXdive.  I haven't been able to extract them myself but with your files I was able to convert the models to be used with XNALARA.  
I hope that you also one day extract Volnut Rockman from rockman dash.
