It could be a bit faster, but it doesn't matter. The sprite itself matters more.
Well...
It has a tap-tap-bonk like walking. Not good.
Just as you let his body go one pixel upwards in frames two and six, you should move it one pixel down in frames four and eight. Know what I mean? Would look more fluid, or whatever.

Maybe his arms may move slightly forth and back, they look too static.

There are no artwork of this game so I had to redesign him
He's supposed to move like Mr. G&W

This was fine as it is. The edit you just made with the moving hands make it look wonky.
Paper mario's legs usually only move in a half cycle, and is a very quick up and down motion. But this is great as is, good job so far.
I really like what you've done so far, especially the Sheriff, which is awesome.
