How do I extract things from an IRX file from a PS2 game?
That's... a sound file? I think?

I'd give MF Audio a try.

I don't think they are all audio files, they are basically modified Elf Files I know that much.

I tried the program you gave me and I got 0 luck :c
If you could upload a couple I can take a look.

IRX files are system modules, like DLL files for applications in Windows. Because they are essentially compiled programs, there is nothing to extract; you can only decompile them.
What game are you trying to extract from? Can you tell us what other file formats it has so that the search can be narrowed down?
Extensive Google research, it's important kids. That's my bad, I was thinking of a custom format I'd seen before and went off that.

If you're looking for something in particular it would help to listen to Mighty's suggestion.
Yeah, these simply looks like code helpers or classes. Even if you could decompile them into their original form (unlikely) they wouldn't serve any use.

As MJ said try looking around for other file types.
There is an IMG file and a BIN file, but using ISO Buster seems to not be able to extract anything other then ISO files from them labled "track 1" and refuses to go farther.
I use 7-Zip to open ISOs, see if that works better. It's much more likely that any useful resources are in those files.
Issue-

If I extract the track 1 ISO from the BIN or IMG file and try to open it in either 7Zip of Winzip (I've tried both) It can't open it.

I thing ISOBuster is giving me issues. Can someone please give me a different program to look at BIN and IMG files with.
Ooh, I misunderstood you; I thought you were having issues extracting the BIN or IMG files from the game's ISO. Can you upload a couple of those IMG files then? And maybe the BIN if it isn't too huge.

Make sure you're extracting the user data and not the raw track.
