Old-ish thing for a game that a friend of mine is working on.

If the codec thing is supposed to look like static (idk what codec is). Then I would suggests distorting your characters image a smidge in some frames.

John DeFoe from the Chzo Mythos series (in Earthbound style).

First thing that came to mind from that sprite was an earthbound battle, so you did a good job (:

Hahaha, John DeFoe....what an odd character to make in an Earthbound style.. It looks good, though.
