If it's possible, for every even hit, the hit spark should be mirrored.

I like it! Although maybe the right arm (our left) could stand to have either less dithering or more varied kinds.

I'd have to go with the right, but maybe with some more highlights. You can dither a white in areas like the chest, cheekbones, nose, etc.

I can't help but feel like he'd look better with a bit more of a yellowed hue

he just seems a bit too red

I don't like the white dithering on the torso and the head, but apart from that it's looking considerably better than your first attempt.

It now looks odd that there's a white speck highlighting the chest, but no other highlights elsewhere. I think you can change the wide dithering on the left pectoral from horizontal to vertical lines. You're getting there!

I'd like to add that Neko's pre-battle dialogue is always "Nya!"
His victory dialogue is "*purrrr*" and his defeat dialogue is "Nyaack!!"
The grab, grab attack and throw animations were missing. They're back now though.

A new idle and special attack for Neko's B-set. (Will animate when able)
In his B-Set, Neko's Nyaken is replaced by Strawberry Fire from Princess Fantasy. They're the same in that they both fire straight flying projectiles, but Strawberry Fire is stronger, but slower in both projectile speed and execution.

i taking a look in 2dfighter maker and it looks like it's poossible to use both nyanken and strawberry fire.
tom just needs to programm it randomly.

I think for the sake of simplicity of programming (and not flooding the character select screen with two versions of each character because of how very specific the character select screen is) I am thinking that button inputs are definitely the way to go for alternate specials.

The game system has 4 buttons that are totally unused due to the fact we only use 2 attack buttons. I was thinking they could be incorporated into a button combination to activate a player's B Mode.

I think I will make a thread about this after the service today so that anyone not following your and Chris's threads are aware of this concept.
