Here's a basic grassland tileset. I'm not too sure about the bush and the pipe, but I think everything else is good.
The hill looks too slim.
You need to make the bush at the top-left(I'm pretty sure that's the bush anyway) seem more like a bush rather than a hill

That's why I said the hill will be edited soon, but Nov. still said the hill was too slim despite me addressing the concern :/
well, I sort of made a big mistake myself

I found that the bush sort of looked like a type of ground tile from mario bros. 3 and thought that was what novally meant by the hill...

Theres the updated hill, jungle tiles, a SMB3 block tile, an ugly palm tree, and flowers.
Now the hill looks shaded flat and embossed.
What do you mean by embossed? I understand the flat part, though.
The way you currently have it, the light source is coming from the left side which looks kind of unnatural. Imagine the light actually coming from the sky at an angle, that should help you with your flatness problem.

I also don't believe mountains are supposed to be shiny either! :p
Ok, I'll start editing it later.
Your main issue right now, as you already know, is the shading. The way you're distributing the shades and highlights are making the shapes look like stickers. Notice the constant band of color you did in the shading of some things, like the bush. That is called banding, and it is not a good method of shading. That is not how shading objects work, as the light/shadows should wrap it as a 3D object, not 2D. Using textures can make it look better, as it'll break the banding.

Also the bigger hill is not round enough, like the small hill. Work on it to be rounder.
