Zettai Karen Children DS: Dai-4 no Children is a japanese game made by Konami for the DS. The sprites are awesome and pretty easy to rip. ANYONE can rip from this game using Tahaxan. There are dozens of characters, mughshots and backgrounds.

I'm used to having to find names through various means. I can help find main character names if you need me to. For minor characters though, not so much.
I believe that she is called Oboro Kashiwagi
