I think he's just naive and doesn't know what to search for on Google because I've told him to try ripping these things on his own first. Even if there aren't any tools he could use to rip the sprites he could still use the screenshot method.

He's still allowed to make requests though, just like everyone else.
If you don't like his threads, just don't post in them.
Sure it's one more useless thread in the forums but it's not actually hurting anyone or anything.
Besides, because of how much he requests, nobody wants to fulfill them, so therefore, if you just ignore his threads, he'll eventually grow desperate and try to rip what he wants himself, then he'll probably stop making threads.
