Why not just make a blog? You can use something like Photobucket or Picasa Web Albums for storing the images, then just post them on the blog. I've seen it being done multiple times, and that's what I plan to do if I ever get round to that TF2 comic I wanted to make with GMod.
You could always make this on dA too
Being a big community, with some activeness you could get a bunch of readers
