That's because the preliminary dates were fixed later than that new on PJ.

Where was I even supposed to find the new date? The organizing TUS first post was never updated (the post I check to make sure I got the date right), and there was never a new Pixel Joint news entry to notify our members of the new date.

This is where you were supposed to find the date.
I don't think checking the content of that thread on a regular basis would've hurt.
There was never a new PixelJoint News entry. I thought that the interested members of PixelJoint would look on the Spriters Resource, and more specifically the related thread, for updates.
The whole point of that thread was to gather the participants to make the event suit their needs according to the feedback they gave me.
The reason why I suggested dates so early and far in advance was because they were liable to change and additional information was bound to be given. I wanted people to be prepared in advance in case they were changes.
TUGS is a Spriters Resource-based event, which is why I encouraged PixelJoint members to create accounts here and to get themselves involved with this project. The fact that you kept distances with the community meant that you put yourself out of information's reach.
In hindsight I should've organized this with some other members, but there is only so much I can do as an individual, and a lot of time and energy on my behalf was required to start and keep TUGS going. I hope you understand that.

The dueling begins when the judges have finished ranking the entries!
How thoroug will judging be? Will it be a system of scoring on an X out of 10 scale for each category and some obscure algorithm for calculating the final value with clearly defined ranges for this final value to fall into for each of the three skill-levels, or will it just be like "you're expert, that guy over there's intermediate, this guy's a beginner"?
Updates to the thread slowed to a halt soon after the sign-up date, leading me to believe that more will happen on the 23rd now that everyone has signed up. It isn't natural to think that I should go check an inactive thread on the off chance that something important has happened in it.

I mean no disrespect to your community at all, but I feel like this is extremely poorly communicated to someone like me that doesn't frequent this forum.

More the latter.
Of course, a contestant won't be in expert if he hasn't done a silhouette, even if his heavy is excellent, for example.

The thread became inactive after I created the TUGS subforum; I gave the dates before it became inactive and they were also in the "Finished Entries" thread.
Before I created the subforum, the "Organizing TUGS" thread had more than daily new posts, including mine, which were relevant to the organization of this event?
I would like to reiterate that the point of TUGS to me is to gather a group of members into a tight community: this is the only time in the year, the exception if you wish, when we all invest our time more or less exclusively and intensively for such an event.
That is how I perceived TUGS. If you had other preoccupations, well... that's life. I had some preoccupations but I managed to fit both in, even if it was with difficulty, and I put my personal projects aside for this. I didn't only have to update the "Organizing TUGS" thread, I had a lot more things on my plate to organize and do, and because of human error, I forgot and didn't update that post.
I'm afraid there's not much I can do for you, and I apologize for this mishap.
Fine, you win. I (and two others) clearly weren't paying as much attention as we should.
I love this is how all Events Ever work out.

"Hey, this event is running from the Xth to the Yth! If you're gonna sign up, make sure you're aware of the dates and can participate!"
"Hell yeah I can participate, I can totally do that shit!"

i have to admit i was caught by surprise as well
i was just casually reading the Organizing Tugs topic, but at the time realized that the prelims started YESTERDAY

also, i totally called this drop-out

I am not asking to be put in the tournament, but I felt the need to express my frustration at how easy it was to get caught off guard.

I actually managed to clear my obligations for this competition and would have focused on it. I just, you know, DIDN'T KNOW about this surprise date I was never told in advance. I understood this competition as starting on the 23rd, not "watch the thread like the hawk or you'll miss out!" I guess that comes from being invited from elsewhere and not actually knowing how things are run here.
