I want to make an animation with models downloaded from the resource to upload to youtube. What is the best program for that? Plz help!
Most 3D applications are capable of 3D animation, so it's a matter of personal preference as to which one is "the best" You could look into learning how to use Blender's animation features or if you have them, 3Ds Max or Maya. It's all a matter of knowing the interface and understanding the principles of animation if you want to make a ood animation.

Fiddle around with the software that you have to figure out how its animation interface works.
Some depend on rigs to animate.

I am self taught, I learned by taking apart Valve animation, I have been animating for about 18 months. Most recently I worked on Fable 3.

Practicing in these programs also makes perfect.
Yes, but how would i get ones like from Tf2 and the models resource in to 3d studio max
You have to import them in, although for some models you may need certain plugins to import them correctly.
3d studio max is alot of money
Well it is professional software. Most people use Blender for this reason since it costs nothing although there are... ways of getting Max free as well.

This. Although keep in mind that GMax can't export to anything without special scripts and it won't be rendering anything. Its also rather antiquated by this point feature wise though the core is still the same and the user interface hasn't changed too much.
Also, by the creators of 3ds max, Autodesk, has been made a program specifically for animation purposes. It's MotionBuilder, look it up.
Milkshape 3D is a nice 3D program, although the Animation tool is shot.
