I do not understand how you get this effect, so I'm not sure how you can fix it
but this is blotchy like whoa

It looks to me like you're doing four strokes where you could do one, which makes it look kind of patchy. Try blocking in more continuous areas of tone with a semi-transparent brush and keep resampling and repainting to build up tone.
Think of it like using oils, basically.

Also it looks like you're working with too small a brush. First: use a bigger canvas. Second, use a big brush to start, and use smaller brushes when you want to work in detail. I assume you're using photoshop, so you should be able to keep two views of your painting open at once; keep one view that allows you to see the whole piece while you're working, that way you won't get too detail-obsessed on parts where it isn't necessary.

Obviously mess with the above working style as you see fit, but it's a good starting point~

Paintshop pro 8, actually; although it usually has a small thing in the corner that displays the image at large so the same effect should be given.

The brush size usually varies from 10 to 5, although with finer details at a size 3. Opacity is usually around 10-20.

I'm starting to get a bit more comfortable with drawing in it now though, as opposed to MS paint, so I'll probably start using larger brushes with a little more opacity.
