I think it's best for the character to use an attack unique to them, not summon a player character at random. This would make it seem like a companion to Assist Trophies and Poké Balls, which we have plenty of different fighters pop out of as it is.
But what would the point be of adding a watered down FS? Each character has already 5 special moves unique to them

And there's as much point in adding a watered-down FS as there is point in adding character specific items. Neither were in Brawl. I just think the watered-down FS would be the easier or the two to sprite (the animations would be around 3-5 frames).
If we are doing a watered down FS, for Wario, why not Metal Wario?
