Step 3: Use commandline and go makerom.exe -ciatocci (cia filename)
Step 4: You should get a CCI from the CIA
Step 5: Get 3DS Rom Tools GUI
Step 6: Click "Extract RomFS"
Step 7: ?????
Step 8: PROFIT!
