I've given it some thought recently and I'm sorry to be a pain in the ass, because I think that the Vic attack could work better as a regular special.

Here's an animation to give you a quick idea:

Vic would come in to give a first blow which can be avoided if you jump. If the first hit connects, Chris2Balls delivers the second blow, as Vic withdraws from the screen.
