What is easier, doing the blobs of color then refining it or doing the outline first?

That actually depends on you. I suggest you try both to find out which works best for you - workflow is a personal thing, what works well for one might not work for the other.

Can't say much about the dragon picture as it's way above anything I'd be capable to do. Just one thing, I think the far horn atop the head should be slightly visible above the line of the spine scales. At least it seems to me like there's something missing.
