Waluigi and Bowser Jr., no.
Think Luigi and Toon Link. They kinda resemble the same guidelines.
And Ganondorf, no. He was close to an unlockable in his own game. Until like, the last 20 minutes of TP you didn't know he was in the game. He should be like that in Brawl.
