Is it possible to put unfinished sprite sheets on the spriters-resource when it's atleast around 55% done or if your planning to complete your sprite sheet some time later?

No, we only accept complete sprite sheets. What would be the point of hosting something that is clearly incomplete?

and how do YOU know when a sprite sheet is complete if it consists of let's say 20 or 25 sprites?

If it looks complete, i.e. has all the frames that one would generally expect given the sprite in question. I mean sure, if it's missing a couple of special rarely-seen frames then we might not notice, but if there's only half a walking cycle or a character is missing an animation they should obviously have, that's clearly not acceptable.
If we don't know the game it's totally possible that we'll judge it incorrectly, but in that case we'll ask the submitter. We can't 100% moderate this but we trust people to follow our guidelines. If an incomplete sheet gets through, people who notice can point it out.

While we don't want incomplete sheets on the site (especially something like 55%), you're totally free to post WIP stuff on the forums - in fact we encourage it! People can see what you've done, give feedback or tips, and maybe even help complete it.

I forgot something in my post last night; by "complete" I meant when the ripper is finished working on it, having ripped as much as they can. If we filled the site with a bunch of WIPs it would be a confusing hassle for everyone.
